Tobacco and Vapes Bill complete passage through UK Parliament
The Tobacco and Vapes Bill has now completed its passage through both Houses of Parliament and is awaiting Royal Assent. A summary of the main measures included in the Bill, set to come into force in January 2027 include:
Restrictions on Tobacco
The Bill will introduce a generational ban on tobacco products so that anyone born on or after 1st January 2009 will never be legally able to purchase tobacco (Vaping will remain available to anyone over the age of 18).
It also includes powers to extend smoking bans to include certain outdoor spaces, which likely include playgrounds, outside schools and hospital grounds.
Restrictions on Vapes
The Bill includes Stronger restrictions on advertising, promotion and displays
Powers to limit flavours, packaging, and product design (to make them less appealing to young people)
The Bill will introduce on the spot fines of £200 to retailers found to be selling tobacco, vape and nicotine products to people underage.
All tobacco and nicotine products brought under a more flexible regulatory framework where Government has more scope to quickly introduce new rules on:
Packaging
Labelling
Products standards.
