New Consultation Plastic Film
From 31 March 2027, plastic film will be collected for recycling from households and businesses across the UK. If you are an organisation that produces or manages waste, have your say on how requirements are implemented in Scotland.
Today the Scottish Government has published a consultation on the draft updated duty of care: code of practice for managing controlled waste.
The code provides statutory guidance on how to meet your duty of care relating to the collection and management of waste. The draft code has been updated to require the separation and collection of plastics films from 31 March 2027, as set out in the Scottish Government’s Circular Economy & Waste Route Map. The code has also been updated to reflect various changes in the wider policy and legislative landscape relevant to waste since it was first published in October 2012.
The consultation seeks views on the implementation of business requirements in Scotland through the updated duty of care code of practice. Household collections will be introduced separately and are not covered by this consultation. We will use consultation responses to finalise the code and support updates to impact assessments. The consultation paper contains full background information.
The consultation will close on 5 February 2026.
