Consultation on proposals for reform to the Packaging Waste Recycling Note (PRN) system

The four nations have jointly published a consultation on proposals for reform to the Packaging Waste Recycling Note (PRN) system. This follows on from previous consultations in 2021 and 2022, and subsequent reforms to the PRN system introduced from 1 January 2026. The consultation seeks views on further measures that have been codesigned with industry experts. These aim to level the playing field between UK domestic reprocessors and exporters and reduce the risk of fraud and error. The consultation will close on 5 May 2026.
