Charging for Single-Use Disposable Beverage Cups: Analysis of Consultation Responses
The Scottish Government has published its response to the consultation on Charging for Single-Use Disposable Beverage Cups, which closed in August 2024. SGF submitted a response to this consultation.
The consultation received 1,068 responses, including over 800 individuals and 200+ businesses and organisations. Views were mixed, with no consensus on charge level, scope, or delivery. The most preferred option (39%) was for no charge for drinks bought in single-use cups. Among the 59% of respondents who selected a specific price, the most selected options were £0.25 (15%) or £0.50 (13%).
The report has stated that while many support the proposals and their potential to encourage behaviour change, many other individuals and organisations either opposed the introduction of a charge or highlighted multiple issues that they felt needed to be considered before progressing the proposals. The responses, therefore, provide valuable and informative evidence for the Scottish Government to draw on when developing the final policy and implementation plan.
The Scottish Government has said it will continue to work closely with stakeholders to develop an approach that is deliverable and allows businesses and consumers time to prepare, including through working with the Single-Use Disposable Cups Charge Advisory Group.
The Scottish Government have previously said regulations will not be made this year as they are taking time to fully consider the issues raised in the consultation to ensure the charge is effective, proportionate, and fair. They will also continue develop additional measures to promote the uptake of reusable alternatives.
