HRMC: UK Tobacco Track and Trace (T&T) System

From 01 July 2022, the UK system was provided by a new supplier Dentsu. All existing data from the previous supplier was transferred to the new T&T system. This included:

  • Registration data for all businesses registered before 01 July 2022.

  • Traceability data, regarding the movement and sale of tobacco products prior to 01 July 2022

In order to safeguard the move between systems, Dentsu’s system went live on 01 July 2022 with the following easements:

  • Relaxation of validation controls on business registration details – If a message transmitted to the UK system contains incorrect registration details, instead of returning an error, which would prevent movement/sale of tobacco products, a warning message will be received which allows products to continue to move.

  • Relaxation of validation controls on product movement messages – In most instances, if a message transmitted to the UK system is incorrect, for example out of the correct sequence, a warning message will be returned, instead of an error message, allowing product to continue to move.

During 2023, the UK system is returning to full validation controls, i.e. errors will be returned against incorrectly reported messages, which must be rectified before products can continue to move through the supply chain. This process will be phased in the following way:

  • From 01 March 2023, the UK system will return to full validation controls against business registration data. Messages transmitted to the UK system after this date, containing incorrect Economic Operator, Facility or Machine IDs, will be subject to errors which must be rectified before products can be sold or continue to move through the supply chain. Warning messages will continue to be returned against submission of other incorrect data, such as incorrect arrival and dispatch of products. When receiving a warning message, products may continue through the supply chain and be sold.

  • From 01 June 2023,  the UK system will return to full validation controls on traceability messages. Most messages transmitted to the UK system after this date, that contain incorrect information, will be subject to an error message which must be rectified before product can be sold or moved.
